Let's consider the concept of Extreme Terrorism

The State Department's definition holds that only sub-national groups,
not states themselves, can commit acts of terrorism. It states the
violence must be politically motivated, but does not mention instilling
or spreading fear.
The Federal Emergency Management Agency's definition includes the use of
illegal force or violence "for purposes of intimidation, coercion or
ransom," but does not require it to be politically motivated.
The FBI looks to the Code of Federal Regulations definition: "The
unlawful use of force and violence against persons or property to
intimidate or coerce a government, the civilian population, or any
segment thereof, in furtherance of political or social objectives."

A critical need for the eradication of poverty includes the following understandings; A human right for each person on the planet, regardless of their location must assume terrorism is a stage in the life cycle of violence. Traditionally we have developed tax systems to enable contributions as income to support civil society in the design and execution of infrastructure supporting systems using industrialized means of implementation.Segmentation of any population by common vectors or static rather than dynamic structured data. A vector is a fact or real world truth about physical objects in the world. Every person has a location on the planet and no person can have a physical location in two different places.
Residential truth statements are implicate order or foundation to the individual person and we must assume the person has a choice on the location and frequency of changes to their residence. All tax and planning for the needs in civil society supplied services from both public and private sponsors would use the physical residence as the determination for a person.
Taxable income or revenue from businesses would be contributions from the person as a worker and if unemployed the debt incurred to support the needs of the person as a social welfare cost.
Public - Justice System
The people who are paid to protect and serve civil society are highly likely to serve the higher income population with a much more empathetic relationship than the harsh and combative way the poor are exposed and by default their social and cultural values are considered gang or now being framed as terrorist behaviors.Laws without enforcement equally applied to each economic sector with the same degree of empathy and protection would be a cause of the over representation of people of color.

Justice from education systems
Any person given a gang affiliation or determined to be a member of a gang, by forcing lines of questioning used in adult custody or during the assessment of crime. A child in middle school would be subject to the same line of questioning and refusal to accept the first attempts at claiming no affiliations. Over time a young person realizes the only answer to free them from being held by an officer who is not on duty instead an employee of the education system playing the same role of an on duty police officer.Let's ask ourselves whether a child can be charged with offending a police officer while serving in a role of an education system employee whose performing racial profiling and assignment of a gang profile including photographs without the parents permission.

In 2012 Santa Clara County audited the process and inputs from the county to the FBI CODIS database. A report described the sample size of 100 profiles audited and only 53 met the criteria for sending into the FBI system.
Santa Clara County is one of the largest Metropolitian areas in the state of California which has the largest prison population in the world.
Education System
If we have police in middle schools we will produce a high percentage of juvenile offenders. Many young men in Silicon Valley, are never interacting with police off campus and arrested or detained multiple times before reaching age 18.
One third of the youth both male and female are removed from their homes and placed in delinquent homes for offending a police officer. Nearly all of these young people are from a single parent home.

A reference architecture - from stakeholders perception to organize implicate and explicate order
Reference Architecture
The distinction between the implicate and explicate order. Assume implicate serves as the foundation and represents the ideal state.In a "real world" scenario what we expect or the foundation for the "fit for purpose". In reality, the Real World expectations never turn up in our outcomes. We expect nothing to be as we expected.
The trick is capturing the differences and having a transparent way to reveal the differences and allow others to contribute to the support or object in a respectful and meaningful way.
Three Operating Models
Within each functional group, we have three types of workers.
- Operational and tactical workers who run the business
- Leaders and People Managers who change the business
- Transform and Grow the business with external market and international wisdom
Organizational Models
Beyond the corporate organizational hierarchy, we use the same source for natural roll ups of information and workflow approvals. Default to the hiring manager for all workers expenses and then adjust to higher levels in the same hierarchy based on the amount of a purchase and the authorization to approve amounts.Living Sustain-ably

- Information-the life blood of any organization.
- Information is derived from data
- All technology solutions off the shelve, out of the box and home grown custom coded applications whether merely an application created using business intelligence tools or one designed for the mainstream solutions we buy off the shelve. Each has data structured in a form (web form) or digital document, once a user inputs their knowledge to a process, the processing performed by the application uses data, the output from the algorithm results in knowledge.
- Once Validated by a designated user, during a close process for example we will have knowledge transformed into a record.
- However, at each point in the before mentioned, we also have the same represented as "data" stored in a storage container.
- We might copy the database where the data was collected or acquired for storage associated with the source application.
- We might have a copy of the party, offer and financial tables from your ERP system stored to operate specifically for the application to use as reference data.
- Each copy introduces the opportunity to change the reality or real world experience for the users in the operational applications.
- The answer isn't to copy the information from an offline database to the source application, that's just trying to trick the systems and it's illegal when financial information exist.
- The sole purpose of a customer, offer and associated items in the offer and financial account codes each have only one use in an organization.
- A customer intends to generate a revenue transaction for a profit, ideally delighting your customer.
- A supplier intends to purchase goods or services from a vendor for resale or administrative overhead and cost of running the business.
- An item and offer are specifically created to buy or sell an offer.
- The financial account codes are used to associate the transactions with a reference in order to segment the results of the operational performance.
- A record must be retained in its original format with associated system time stamps.
- A physical record cannot be modified and thus the rationale for retention of the physical records over the digital records is smart and unfortunately required due to the lack of control in data processing.

- The financial transactions of expense and revenue used to consolidate and report the performance of a public and private sector organization.
- The final reported numbers on an income statement, profit and loss report and anything reported to the Security Exchange Commission and industry analyst.

- ERP is the system of record and most logical place to focus governance and controls.
- ERP is the type of software application with zero down time and zero data loss in most sustainable organizations.

- Decimal format errors - nearly always have a financial transaction impact and therefore, by default introduce an offline change by unauthorized users in most situations.
- Date format errors - nearly always have a financial transaction dependency or by default may cause the erroneous application of an alternate source to trick the system into thinking no changes were made by the updates. The date of update could not stamp and alternate response would default the original change date.
- Without context "data is just data" or when acquired from a database storage container without the source application logic applied in the storage container, its a source system without the controls of the application.
- In order to derive the context, we must acquire the context in the form of information from data organized and structured without breaking the application logic or referential key constraints.
- Master Data and Implicate Order the match made in heaven, but also the Identity in a viable system model.

In proposing this new notion of order, Bohm explicitly challenged a number of tenets that he believed are fundamental to much scientific work:
Bohm’s proposals have at times been dismissed largely on the basis of such tenets. His paradigm is generally opposed to reductionism, and some view it as a form of ontological holism. On this, Bohm noted of prevailing views among physicists that "the world is assumed to be constituted of a set of separately existent, indivisible, and unchangeable 'elementary particles', which are the fundamental 'building blocks' of the entire universe ... there seems to be an unshakable faith among physicists that either such particles, or some other kind yet to be discovered, will eventually make possible a complete and coherent explanation of everything" (Bohm 1980, p. 173).
In Bohm’s conception of order, primacy is given to the undivided whole, and the implicate order inherent within the whole, rather than to parts of the whole, such as particles, quantum states, and continua. For Bohm, the whole encompasses all things, structures, abstractions, and processes, including processes that result in (relatively) stable structures as well as those that involve a metamorphosis of structures or things. In this view, parts may be entities normally regarded as physical, such as atoms or subatomic particles, but they may also be abstract entities, such as quantum states. Whatever their nature and character, according to Bohm, these parts are considered in terms of the whole, and in such terms, they constitute relatively separate and independent "sub-totalities." The implication of the view is, therefore, that nothing is fundamentally separate or independent.
Bohm 1980, p. 11, said: "The new form of insight can perhaps best be called Undivided Wholeness in Flowing Movement. This view implies that flow is in some sense prior to that of the ‘things’ that can be seen to form and dissolve in this flow." According to Bohm, a vivid image of this sense of analysis of the whole is afforded by vortex structures in a flowing stream. Such vortices can be relatively stable patterns within a continuous flow, but such an analysis does not imply that the flow patterns have any sharp division, or that they are literally separate and independently existent entities; rather, they are most fundamentally undivided. Thus, according to Bohm’s view, the whole is in continuous flux, and hence is referred to as the holomovement (movement of the whole).

Before developing his implicit order approach, Bohm had proposed a hidden variable theory of quantum physics (see Bohm interpretation). According to Bohm, a key motivation for doing so had been purely to show the possibility of such theories. On this, Bohm 1980, p. 81 said, "... it should be kept in mind that before this proposal was made there had existed the widespread impression that no conception of any hidden variable at all, not even if it were abstract and hypothetical, could possibly be consistent with the quantum theory." Bohm 1980, p. 110 also claimed that "the demonstration of the possibility of theories of hidden variables may serve in a more general philosophical sense to remind us of the unreliability of conclusions based on the assumption of the complete universality of certain features of a given theory, however general their domain of validity seems to be." Another aspect of Bohm's motivation had been to point out a confusion he perceived to exist in quantum theory. The notion of implicate and explicate orders emphasizes the primacy of structure and process over individual objects. The latter are seen as mere approximations of an underlying process. In this approach, quantum particles and other objects are understood to have only a limited degree of stability and autonomy.[2]Bohm believes that the weirdness of the behavior of quantum particles is caused by unobserved forces maintaining that space and time might actually be derived from an even deeper level of objective reality. In the words of F. David Peat, Bohm considers that what we take for reality are "surface phenomena, explicate forms that have temporarily unfolded out of an underlying implicate order". That is, the implicate order is the ground from which reality emerges.[3]
The implicate order as an algebra
David Bohm, his co-worker Basil Hiley, and other physicists of Birkbeck College worked toward a model of quantum physics in which the implicate order is represented in form of an appropriate algebra or other pregeometry. They considered spacetime itself as part of an explicate order that is connected to an implicate order that they called pre-space. The spacetime manifold and the properties of locality and nonlocality all arise from an order in such pre-space. A. M. Within quantum theory there is entanglement of such objects.This view of order necessarily departs from any notion which entails signalling, and therefore causality.
